Although one could argue that as tasks are completed the control is partially in place, the system
at this version level assumes that nothing is in place until every task associated with the said
control is closed. Indeed, a Risk Owner can be evaluated in terms of his or her ability based upon
the number of tasks that should have been closed but are still open at any particular date.
And this can be tracked over time.
